Director - Pat McMurray
Pat is a native New Mexican, born and raised in Tucumcari, New Mexico. He graduated from the University of New Mexico with a Bachelor of Fine Arts in Architecture. He then attended Penn State University on a special studies program for selected architectural students during the summer prior to returning to the University of New Mexico for graduate studies, where he received a Masters of Architecture; emphasis in educational planning. After graduation, Pat went to work for a major educational planning/architectural firm located in Salina, Kansas with offices also in Michigan City, Indiana. Hired as an Educational Planner, he was involved in programming, design and construction phases of educational facilities throughout the United States. Pat moved back to Albuquerque and practiced architecture locally concentrating in educational planning. In May of 1992, he went to work for the Albuquerque Public Schools as Director of Facilities Planning & Construction. He is a licensed architect in both New Mexico and Colorado and a member of the American Institute of Architects (AIA), the Council of Educational Facility Planners International (CEFPI), and the Construction Specifications Institute (CSI) holding CCCA & CDT certificates. Beginning in 2004, Pat joined the State of New Mexico Public School Facilities Authority (PSFA) as their Senior Facilities Manager. In December, 2013, he was appointed to the position of Director of the Construction Industries & Manufactured Housing Divisions; State of New Mexico Regulation and Licensing Department.
Pat has practiced architecture as a sole proprietor, a general partner and as a corporation director. Through that experience he gained a working knowledge of general business practices, building codes, etc. He has served on code review committees for the New Mexico code, accessibility codes and most recently the IBC review for the state of New Mexico adoption. He now serves as the Co-Chair of the Public School Capital Outlay Committee (PSCOC), a sub-task force for the development of the Adequacy Standards and processes/procedures for PSFA state of New Mexico.

Sally Galanter - CID/MHD Legal Council
Sally Galanter graduated from UNM Law School in 1982, and has 33 years of legal experience working in the private and public sectors. After engaging in a successful civil private practice for 22 years, Sally became a hearing officer with the Taxation and Revenue Department in 2004, conducting tax, MVD, and numerous other types of hearings on a full-time basis. During that time, she was appointed Interim Chief Hearing Officer from January-May, 2007, supervising approximately 18 employees, including seven attorneys, while maintaining a full hearing schedule. In June, 2007, Sally was promoted to Supervising Hearing Officer for the Albuquerque office, and again continued with a full hearing schedule while supervising four attorneys. In March 2012, Sally began work as an Assistant Attorney General in Litigation, where she prosecuted for numerous boards and commissions while also defending state officials in both state and federal court. In July, 2015, she became legal counsel for CID/MHD.

Martin Romero - General Construction Bureau Chief CBO
Martin Romero has been with the New Mexico State Regulations and Licensing Department, Construction Industries Division since 1998 and has served as the Bureau Chief since April of 2014. Prior to this position, Mr. Romero held positions within the department of Interim Bureau Chief, Chief State Building Inspector State Building Inspector and Plan Reviewer. Martin Romero brings a reputation and a 22- year career in construction holding the following certificates and licenses: State Building Inspector (Uniform Building), State Building Inspector (International Building Code/International Residential Code), CBO Certified Building Inspector (International Building Code Council); and GB-98 Contractor License (1992).

JT Baca - Mechanical & Plumbing Bureau Chief
JT is the Mechanical & Plumbing Bureau Chief. He is a IAPMO Certified Plumbing/Mechanical Inspector since 1994. He is also a IAPMO Certificate as a Plumbing/Heating Plans Examiner since 2006.

Clay Bailey - LP Gas Bureau Chief
With over 29 years of experience in the LP Gas Industry, of which 13 years have been with the Construction Industries Division/ LP Gas Bureau, Clay brings knowledge from both the private and regulatory sides of the industry. Clay has held positions within the Construction Industries Division as an LP Gas Inspector, LP Gas Chief Inspector and the LP Gas Bureau Chief. Clay is also an accomplished Certified Fire Investigator.

Kelly Hunt - Electrical Bureau Chief
Kelly started in the electrical trade in 1979 with Stan Farmer of Sudden Electric. Over the years he worked for Harlan Elec, Allstate Elec, Sundance Elec, Bowers Elec, Hunt Elec (self-employed), LE Elec, CDK Const. at INTEL, BIG J Ent, and DKD Elec. He came to work for CID under Land Clark as a front line Elec Inspector in Valencia County in 2006 and then Central Region Chief Elec Inspector in 2007. He has been Elec Bureau Chief since 2012 upon Rem Pacheco’s retirement. I have held the following NM Electrical License EE-98 022042 and Journeyman’s Certificates EE-98J 06919, and EL-1J 30022. When done right, an Electrical Inspector promotes the general welfare of the people of New Mexico by providing for the protection of life and property through construction codes, rules, and standards, the compliance with which will result in safer structures. He counts it a privilege to be of service to the Electrical Contractors, Journeymen, fellow Inspectors and good citizens of the State of New Mexico.

Rick Martinez - Finance Manager
Rick Martinez joined the Construction Industries and Manufactured Housing Division in 2014. Prior to, Rick worked at the Legislative Finance Committee (LFC) as a fiscal analyst for over three years. Assigned as the LFCs fiscal analyst to the Regulation and Licensing Department, Rick brings in-depth knowledge and understanding of the divisions fiscal and policy matters. With 10 years of experience in state government, and three years at Thornburg Mortgage as an advisory board accountant, Rick’s main focus is responsible fiscal spending while creating greater efficiencies.

Rick Lucero - Office Manager
Rick has acted in the capacity of the Plans and Permitting Manager for the last 13 years. He also manages the Santa Fe, Albuquerque and Las Cruces staff and devotes the majority of his time to the Albuquerque Office. He has been a key member of management for the past 13 years.

Andy Dalmy - CID/MHD Licensing Manager
Andy has been involved with CID contractor examinations and licensing since 1996. He began working for NAI, a company under contract to CID to develop and administer exams for contractor licensure. In early 1998 CID contracted with Experior Assessments, a subsidiary of NAI, to perform all licensing functions that included contact with the public, application review and processing, license and certificate issuance, and renewals. As an employee of Experior, he managed this licensing function from 1998 through most of 2001. In September 2001, he left Experior and became the Licensing Manager for CID, a position he has held since. The testing and licensing functions of CID have continued to be outsourced since 1998. He is responsible for managing these contracts and ensuring that all licensing functions of the Division are executed pursuant to statute and regulation.

Jesus O. Carrasco - Manufactured Housing Division Administrator
Jesus O. Carrasco has a 25 year career in construction holding the following certificates and licenses: IBTS Joint Monitoring Team auditor, State of New Mexico Plumbing & Mechanical Inspector, IAPMO Plumbing & Mechanical Inspector, ICC Residential Electrical Inspector and MM-98 Mechanical Contractor License (1995).
Currently Mr. Carrasco is the Manufactured Housing Division Administrator, prior he has been the Division Bureau Chief, CID/MHD Field Operations Manager, CID Plumbing & Mechanical training coordinator, CID Plumbing & Mechanical Inspector.
Mr. Carrasco has been employed with the New Mexico State Regulations and Licensing Department since 2009.

Paulina Braiman-Robinson - Program Administrator
Since arriving in the United States in 1965, Paulina owned and operated a Maquiladora Plant in Mexico for several years. She was later involved in International Sales of electronics. She moved to New Mexico in 1982, where she owned and operated an import and retail business. Paulina brought to state government over 35 years of vast knowledge of business operations, all her years of experience in different administrative positions. She has worked for county and state government for the past 16 years. Before coming to RLD, she was Bureau Chief of the State Central Fleet Authority; here at RLD she has provided outstanding public service roles in different capacities. In recent years, she worked with The New Mexico Sheriff Association and helped establish the first Recycled Metals Law Enforcement Task Force. For the past 7 years she has been in charge of three programs: The Carnival Rides and activities; Hoisting (crane) Operators and Employee Leasing Companies.

Leigh Anne Chavez - Recycled Metals Prosecutor
Leigh Anne Chavez graduated from UCLA Law School in 1982, and has 33 years of experience practicing and teaching law. Leigh Anne handled numerous cases in private practice for clients in the areas of family law, contracts, and probate. She was given the award for Outstanding Contribution to the Bar by the New Mexico State Bar in 2004 and the Ethics Award in 2007. While teaching, Leigh Anne spent four years directing a low-income legal clinic for CNM’s Paralegal Studies program, including supervising three assistants and working with numerous volunteer lawyers in providing litigation services to disadvantaged local citizens. In 2012, Leigh Anne worked as an administrative law judge for the New Mexico Department of Workforce Solutions, hearing cases and writing decisions in unemployment compensation appeals. Leigh Anne began with CID/MHD as Recycled Metals Attorney in January of 2016.

Lance Denger - Recycled Metals Compliance Officer
Lance began working for the New Mexico Recycled Metals Program in 2014 after a career in law enforcement. Lance is responsible for processing and maintaining secondhand metal dealer registrations, conducting compliance inspections, and training.
