Report a Non-Compliance
If you wish to report a non-compliance within a business, a violation of the mass gatherings ban, or other violations of the public order, you may report them to
NMSP.COVID19@state.nm.us or contact your local police or sheriff’s department on their non-emergency phone lines. When submitting a non-compliance complaint, please provide the following: date and time of observed violation, city, county, business name and business address.
Private Investigation: Overview
The Private Investigations Advisory Board licenses and oversees private investigators, private investigations managers, private investigation companies, private patrol operators, private patrol operations managers, private security guards and polygraph examiners.
The Board is an advisory Board, which adopts and enforces the rules and regulations necessary to carry out the provisions of the Private Investigations Act, including establishing professional and ethical standards.

NOTICE TO ALL PRIVATE INVESTIGATIONS BOARD LICENSEES AND APPLICANTS REGARDING SECURITY GUARD LEVEL ONE, TWO, AND THREE TRAINING REQUIREMENTS, ONLINE TRAINING IS NOT ACCEPTED FOR SECURITY GUARD LEVEL ONE, TWO, AND THREE REGISTRATION:
Pursuant to NMSA 1978, Sections 61-27B-5(D)(3), the Regulation and Licensing Department is responsible for adopting and “establishing minimum training and education standards for licensure and registration” of level one, two and three security guards in the state of New Mexico. The RLD has established training requirements for security guard training for level one, two and three applicants in 16.48.2.17, 16.48.2.18 and 16.48.2.19 NMAC, respectively. Each of these rules requires that all training to qualify for a registration as level one, two or three security guard, requires “training shall be taught by an in-person instructor.” The RLD has defined “in-person” as “in one’s bodily presence.” RLD is applying a dictionary definition to the term “in-person.” Pursuant to 16.48.2.17, 16.48.2.18 and 16.48.2.19 NMAC, online training does not qualify an applicant for registration for security guard level one, two, or three.

Notice to All Instructors, and Private Patrol Companies Providing Level One, Two or Three Security Guard Training Courses Pursuant to 16.48.2.17, 16.48.2.18, 16.48.2.19, and 16.48.2.20 NMAC and NMSA 1978, Sections 61-27B-1 et seq.
All instructors seeking approval must submit their current curriculum and all appropriate certifications that qualify the instructor to teach each level of security guard training.
Additionally, any licensed Private Patrol Company providing in-house training for security guard level one, two or three, must submit current curriculum of training being offered. A list of current in-house instructors must also be submitted. A request to add an in-house level one, two or three instructor to this list, must be done in writing and all appropriate certifications that qualify the instructor to provide each level of training must also be submitted.
The review process is ongoing.
Please submit all curriculum on a flash drive. ALL flash drives coming in will be scanned for viruses prior to being accepted. If a flash drive is submitted containing a virus, the application will be automatically rejected and returned to the applicant.

NOTICE TO ALL LICENSEES REGARDING PAY PAL MIGRATION:
Beginning July 15, 2019, there will be a 2.5% transaction fee applied to all online license, registration and renewal fees paid to the Regulation and Licensing Department with a credit card, this fee is paid directly as a bank transaction fee, it is not paid to the Regulation and Licensing Department. The Regulation and Licensing Department is working on development of an electronic check (e-check) payment option that will also be available in the near future. Use of the e-check option will not result in any transaction fees. Thank you.
***NOTICE REGARDING CREDIT CARD PAYMENTS***
Effective December 1, 2017
*As of Friday, December 1, 2017, RLD will no longer accept Credit Card payments in person at RLD offices, nor by electronic mail (email), or direct mail.
*RLD will continue to accept checks and money orders (no cash) at all RLD offices (Santa Fe, Albuquerque and Las Cruces) or by direct mail. However, please do not send Credit Card information to RLD by electronic mail (e-mail) or by direct mail. On and after December 1, 2017, credit card information received via email or regular mail will be destroyed without processing.
*RLD will continue to accept Credit Card payments through our existing secure online systems that can be accessed via the Internet from your home, place of business, or mobile Internet device.
*No credit card breach of data incidents have occurred to date. However, RLD is changing credit card processing to ensure a secure system is maintained in the future.
