LIQUOR LICENSE RENEWALS:
The Division will E-mail Renewal Applications to the e-mail address on file at least one month prior to deadline. It is the responsibility of the License holder to notify ABC of any changes or if the application has not been received.
Failure to submit your completed renewal application by the deadline will result in late fees. The application must be signed by an authorized person, notarized and must include a completed, legible alcohol server list and all applicable fees. Checks should be payable to Alcoholic Beverage Control Division or ABC. License holders should retain a copy of the application for their records.
Late fees are $350 for the first day and $10 per day for each additional day the application is late. You should file your renewal application with our division as soon as possible to minimize the late fees. If you do not have a renewed license in your hands before the license expires, you must cease the sale of alcohol immediately until you receive a renewed license.
Applications are due according to the following schedule:
DISPENSER, CANOPY, INTER-LOCAL DISPENSER, LOTTERY, RETAILER, RURAL DISPENSER, RURAL RETAILER and DIRECT SHIP licenses: Due on or before APRIL 1st.
RESTAURANT, CLUB, WHOLESALER and MANUFACTURER licenses: Due on or before AUGUST 1st.
For restaurant licenses, the "Gross Revenue" should be calculated from June 1st thru May 31st.
CRAFT DISTILLER, SMALL BREWER, WINEGROWER, OFF-SITE LOCATIONS, PUBLIC SERVICE, GOVERNMENTAL, BED AND BREAKFAST, BOTTLER AND LIMITED WHOLESALER licenses: Due on or before DECEMBER 1st.

COMPLETE APPLICATION PACKET, must include notarized application, Server List with all information required (except Wholesalers), and applicable Fees, paid by check, made payable to ABC, LATE SUBMISSIONS MUST INCLUDE $350 Base LATE FEE and a Letter to the Director explaining why the Renewal is late and if she will consider waiving the $10 Daily Late Fee accrued up until renewal was received.

VALID EMAIL ADDRESS REQUIRED: Licensees must submit and maintain a valid Email for notification by the Division. Only one email can be used as the point of contact.
CLUB LICENSEES: Must submit a Change of Officers Application only if there has been a change in appointees /directors /officers along with the Minutes of the nominations and the appointments. You must also submit a current Membership Roster. The List of Officers submitted to ABC must match the list on the New Mexico Secretary of States records. Club Fees are dependent on the number of members.
Alcohol Server List must be submitted with application, only list employees that serve, sell or dispense alcohol, Licensee, Bar Manager, Bartender, any officer or director responsible for Liquor License, and each “server” employed by the Licensee during the prior licensing year have or had valid server permits at all times that alcoholic beverages were sold, served or dispensed. INSTRUCTIONS:
Please read these instructions carefully and call the Alcoholic Beverage Control Division at (505) 476-4875 if you have questions or need further assistance. If any of the information on the renewal form is incorrect, make the corrections necessary so the Licensee information will be accurate.
- If you have Ownership, Lease or physical location changes, you must call this office as soon as possible as these types of changes require the filing and processing of a separate application.
- Only those persons who have been approved and fingerprinted for the license, prior to Renewal, may sign the Renewal Application. Renewal Applications without an authorized signature will not be processed and shall be returned.
- Renewal applications may be hand-delivered or mailed. Make checks payable to: Alcoholic Beverage Control Division. The Division does not accept cash or credit cards.
- All Licensees who do not receive a Renewed License shall suspend all alcoholic beverage operations and the suspension of operations shall continue until a renewed license is issued and displayed on the licensed premises. Wholesalers will be advised that they cannot deliver alcoholic beverages if you do not have a renewed liquor license posted conspicuously in your liquor-licensed establishment. As follows:

ALCOHOL SERVERS - ONLY INCLUDE THOSE THAT SELL and/or SERVE ALCOHOL*
Licensees are required to submit proof that the licensee, his Lessee and each Server employed by the Licensee or Lessee have a current alcohol server permit by completing the attachment ‘List of Alcohol Servers’. * A Server is defined as an individual who sells, serves, or dispenses alcoholic beverages for consumption on or off the licensed premise, including persons who manage, direct or control the sale or service of alcohol and Resident Agents.
> Complete Server List: documents the employees that were employed by the Licensee or Lessee during the prior licensing year.
> Date of Hire: the date that the employee/server begins selling/serving alcohol.
> You must include a copy of all Temporary Permits for Servers who have recently taken the alcohol server course.
> A computerized list of your server employees may be submitted, as long as your form remains in our format with 12 Font Text.

CITATIONS
Pursuant to 15 NMAC 11.22.8.B, "A renewed license will not be issued… if citations or violations of the Liquor Control Act issued more than 3 months prior to the filing date for renewal applications are unresolved at the time of filing the renewal application, unless the licensee and the Department are involved in a formal administrative or judicial resolution process. TAXES OWED TO TAXATION AND REVENUE DEPARTMENT
In accordance with Section 7-1-82 NMSA 1978, the Division cannot renew any liquor license if the Taxation and Revenue Department has placed a tax hold on the license. Each licensee and lessee is responsible for ensuring that all required taxes are paid under the proper taxpayer identification number. The Division does not have any information regarding taxes. NMAC 15.11.26.8 ANNUAL FEES: Every application for the issuance or renewal of the following licenses shall be accompanied by an annual fee in the following specified amounts:
Q. non-resident licenses, for a total billing to New Mexico wholesalers, in excess of:
- $3,000,000 annually: $10,500;
- $1,000,000 annually: $5,250;
- $500,000 annually: $3,750;
- $200,000 annually: $2,700;
- $100,000 annually: $1,800;
- $50,000 annually: $900; and
- $1 annually: $300.
NMAC 15.11.26.12 PRORATION OF FEES:
D. Non-resident licenses and common carrier registrations shall be issued for a three-year period. The three-year license for Non-resident licenses and for common carrier registrations begins July 1, 2013 and every third year subsequently. Non-resident licenses and common carrier registrations issued at any time during the:
- First license year must pay the full amount of the three-year license fee;
- Second license year must pay two-thirds of the three-year license fee; and
- Third license year must pay one-third of the three-year license fee.
