Financial Services

The Financial Services bureau (FSB) encompasses six functional areas including Budget, Accounts Payable, Accounts Receivable, Reconciliation, Procurement/Contracts and Property Control, and General Services (fleet, telecommunications, and mailroom).

This bureau is responsible for the accounting of state and federal funds in the New Mexico Regulation and Licensing Department, including the annual financial audit. The bureau works closely with the Department of Finance and Administration (DFA), Legislative Finance Committee (LFC), State Treasurer's Office (STO), State Purchasing, and other state and federal agencies. The staff is familiar with all federal and state laws applicable to spending public dollars and is committed to providing the best customer service possible while ensuring compliance with all applicable rules and regulations.

  • Budget: Prepares the annual budget request and the operating budget; prepares and processes Budget Adjustment Requests (BAR's); tracks revenues and expenditures.
  • Accounts Payable: Payment of all invoices and reconciliation of encumbrances.
  • Accounts Receivable: Receives, deposits, and records/posts all revenues collected by the Department.
  • Reconciliation: Reconciles the internal accounting system with the Department of Finance (DFA) accounting system, the fiscal agent (bank), and the State Treasurer's Office.
  • Procurement/Contracts, Property Control: Acquires all goods and services needed by the Department; processes Professional Services Contracts, leases, maintenance agreements, fixed asset inventory; handles disposition of fixed assets.
  • General Services (Fleet, Telecommunications & Mailroom): Coordinates all telecommunication, vehicle fleet services, mail distribution, and building and grounds maintenance needs for the Department.

Information Services

The Information Services bureau (IS) is responsible for the development and maintenance of all automated user applications. The IS bureau manages all software, hardware, operating systems, and training required to support automation needs of the Department's divisions.

All cross-divisional information technology is the responsibility of the Regulation and Licensing Department's IS bureau. The bureau makes and executes decisions regarding the technological framework needed to support the department programs.

Working closely with all Regulation and Licensing Department divisions, Information Services develops strategic Information Technology plans for the department. It is the bureau's duty to support the divisions by monitoring and assuring the reliability, integrity, and security of the Information Technology infrastructure and program applications.

Information Services is responsible for the proper operation of all desktop computer, network, and telecommunications equipment that is used by the Regulation and Licensing Department, including e-mail, web sites, servers for shared databases, and generally used software and programs.

Human Resources

The Human Resources bureau (HR) plays a vital role in the success of the Regulation and Licensing Department. Human Resources promulgates and ensures compliance with all federal and state laws, personnel and payroll rules and regulations, agency policies and procedures, as well as collective bargaining standards. The bureau is responsible for the review and processing of personnel transactions requests, payroll, and policy matters.

Some of the major functional areas for the Human Resources bureau:

  • Employment Recruitment: Examination and placement of individuals in positions within the guidelines of the fair employment practice.
  • Policy: Identify and document the Department's stand on relevant personnel issues, interpret state personnel board rules, Federal law, Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA).
  • Wage and Salary Administration: Ensure proper administration of current wage and salary plans in accordance with State Personnel Board Rules and the Fair Labor Standards Act.
  • Classification: Review duties for proper classification of positions and organization structure.
  • Benefits and Administration: Administration of benefits including health, dental, life, legal insurance, retirement, sick and annual leave, etc.
  • Performance Evaluations: Monitor performance evaluation processes to ensure compliance.
  • Discipline/Appeals: Progressive discipline.
  • Personnel Administration: Process all personnel actions, i.e. new hire separations, promotions, transfers, etc.
  • Drug Testing: Coordination, issuance, and enforcement of the Department's drug and alcohol policy.
  • Workers Compensation: Administer worker's compensation program, OSHA.
  • Personnel Records: Maintain personnel records and confidentiality of such.
